Two charged for operating undeclared police station to monitor Chinese dissidents

On April 17, 2023, two New York City residents, Lu Jianwang and Chen Jinping, were charged for opening and operating an undeclared overseas Chinese police station located in lower Manhattan for the Chinese Ministry of Public Security (MPS). Under the MPS’ guidance, they were locating and monitoring Chinese dissidents. Following an FBI search of the police station in October 2022, Lu and Chen erased their communications with an MPS official to conceal their activities from the agency. According to the US Attorney’s Office for the Eastern District of New York, Lu was already assisting the Chinese government’s repressive activities in the United States prior to the opening of the police station in early 2022. US authorities see this overseas police station as part of Chinese state-led global campaigns of transnational repression.
