In the weeks leading up to the 2024 US presidential election, the Russian-linked network known as Storm-1516 fabricated and disseminated videos intended to smear Kamala Harris’ campaign. In one case, the network created a fictitious San Francisco news website to amplify a baseless claim accusing Harris of being involved in a hit-and-run in 2011. The article was accompanied by a video in which a woman, whom Microsoft identified as an actor, claimed to be the victim of the crash. Online posts by right-leaning users citing the story were viewed millions of times. The network was also behind a coordinated effort to denigrate Minnesota governor and vice-presidential candidate Tim Walz, including producing and amplifying a video purporting to show one his former student alleging Walz sexually assaulted him.
