Russia targets Dutch government and infrastructure with cyber operations

According to the Dutch Military Intelligence and Security Service (MIVD), Russia conducted multiple cyber operations against the Netherlands in 2024, including espionage, sabotage, and influence campaigns. One attack involved a Russian state-backed group attempting to sabotage the digital control system of a public facility in the Netherlands, the first such incident confirmed by Dutch authorities. While the impact was limited, the MIVD expressed concern over the increasing capabilities and intent of Russian cyber actors. The MIVD also identified GRU Unit 29155 as actively seeking intelligence on Western arms transfers to Ukraine and pre-positioning for possible physical sabotage. Additional operations targeted the Dutch government and critical infrastructure, particularly by stealing sensitive data like the personal details of public officials and company employees.
