In April 2025, Canada’s Security and Intelligence Threats to Elections(SITE) Task Force reported that a coordinated information operation linked to the PRC government targeted Prime Minister and Liberal Party leader Mark Carney during the 45th general election. The campaign originated on WeChat through the anonymous account Youli‑Youmian, which Canadian intelligence links to the CCP’s Central Political and Legal Affairs Commission. The operation amplified both positive and negative narratives about Carney, including his stance on relations with the United States and his qualifications for office. Analysts observed coordinated posting activity on March 10 and again during the writ period on March 25. Approximately 30 WeChat accounts reposted content in close sequence, a tactic identified as inauthentic amplification. The operation generated between 85,000 and 130,000 interactions and potentially reached 1 to 3 million users. Despite its scale, Canadian officials determined the campaign did not compromise the integrity of the election. A Liberal Party representative was briefed on the findings, and the SITE Task Force raised the issue with Tencent, WeChat’s developer. Canada describes the SITE Task Force as the country’s “principal mechanism to monitor the threat from hostile state interference during elections”.
