Italian official Antonio Morabito sells strategic trade secrets to Chinese investors
Antonio Morabito, a former Italian Ambassador, was the Directorate General for Promoting the Country System at the Italian Ministry of Foreign Affairs when a corruption investigation was opened into his actions in 2019. He was bribed by Chinese intermediaries with gifts, money, and favors to share confidential information on high-level Italian companies and assist Chinese investors in determining which Italian companies were strategic investments. Using his position, he created a network of insider knowledge. The confidential information shared included the trade secrets of Italian state-owned and strategic companies like Enel, an energy company, and information on strategic infrastructure in Italy, Spain, and France. He notably gave information on the telecommunications sector to Chinese intermediaries investing on behalf of Huawei. Under PRC law, Huawei is obligated to participate in national intelligence work, has been credibly accused of cooperation with PRC intelligence agencies, and is owned ultimately by a trade union entity likely controlled by the CCP.
