On September 12, 2019, former local lawmaker Han Dong won the Liberal Party of Canada’s (LPC) nomination in Don Valley North—an electoral district in the Greater Toronto Area—for that year’s federal elections. According to the National Security and Intelligence Committee of Parliamentarians’ report, between 175 and 200 Chinese international students arrived at the nomination contest on buses arranged by the PRC Consulate. PRC officials gave these students falsified documentation, breaking the LPC’s requirement that only a district’s residents can vote in nomination contests there. PRC officials also told students that their student visas would be jeopardized if they did not vote for Dong and reportedly looked to physically intimidate other voters. The Canadian Security Intelligence Service assessed that this played a “significant role” in Dong’s narrow victory. Dong maintains that his campaign was not involved in busing in international students from outside the district.
